Why it matters
Jade Winds is not a single tower with a single folio: it is a complex of five condominium subdivisions (the "gardens") on NE 191st St, and this page covers the whole complex as the package verified it. Its identity carries a declared difference: the package header places it in Miami, FL 33162, and the complex appears at the Property Appraiser and at HUD under ZIP 33179. This page declares both forms and does not pick a city on its own.
Building data
The identity data comes from the Miami-Dade Property Appraiser (the county office that keeps the record of every property) and the DBPR condominium registry, read on October 23, 2026. There is no single parent folio for towers: the common parcel at 1720 NE 191 ST is folio 30-2205-000-0241 and the units hang from five condominium subdivisions, each with its own reference folio.
| Item | What the record shows | Source and date |
|---|---|---|
| Condominium name | "Jade Winds" | Miami-Dade Property Appraiser, October 23, 2026 |
| Addresses | The common parcel is 1720 NE 191 ST. Unit deeds are recorded under the nine garden addresses (1660 to 1780 NE 191 ST), not under 1720. The complex appears at the Property Appraiser and at HUD under ZIP 33179; the production queue carries it in 33162. Both forms are declared. | Miami-Dade Property Appraiser, October 23, 2026 |

| Structure (five condominium subdivisions) | Bamboo Gdns, folio 30-2205-030-0001 (1690/1710 NE 191 ST) · Allamanda Gdns, folio 30-2205-033-0001 (1660/1670/1680 NE 191 ST) · Camellia Gdns, folio 30-2205-038-0001 (1770/1780 NE 191 ST) · Daisy Gdns, folio 30-2205-048-0001 (all at 1750 NE 191 ST) · Easter Lily Gdns, folio 30-2205-049-0001 (all at 1700 NE 191 ST). Common parcel: folio 30-2205-000-0241, in the name of Jade Winds Assoc Inc. | Miami-Dade Property Appraiser, October 23, 2026 |
| Year built | By subdivision, per the Property Appraiser: Bamboo 1967 · Allamanda 1968 · Camellia 1969 · Daisy 1970 · Easter Lily 1972; the common parcel carries 1970. The 1974 in the queue is the DBPR registration year, not the Property Appraiser year built. | Miami-Dade Property Appraiser, October 23, 2026 |
| Units | 916 units according to the DBPR. The Property Appraiser search for "JADE WINDS" returns 919 folios (859 in the four GROUP gardens and 60 in Easter Lily), including the 5 reference folios and accessory folios not separated out: about 914 unit folios against the DBPR's 916. The residual difference of 2 is not resolved by the folio count and is declared. | Miami-Dade Property Appraiser, October 23, 2026 |
| Association | "Jade Winds Assn, Inc.", the complex's registered association | Miami-Dade Property Appraiser, October 23, 2026 |
The market in the public record
These figures come only from public records, not from listings or the MLS. The package listed at the Miami-Dade Clerk the deeds for the complex's ten addresses (type ANY PROPERTY TRANSFER) between October 23, 2024 and October 23, 2026 (24 months) and checked each deed at the Property Appraiser. Price and qualification come only from the Property Appraiser: only a sale with a positive price and the "Qual by exam of deed" or "Sales which are qualified" rating counts. Excluded: the transfers the Property Appraiser excludes by its reason and the deeds it has not processed yet (they are declared and never counted). An earlier listing by the single address 1720 was withdrawn as a partial subset: that address alone returns zero deeds.

| Camellia Gdns median | $142,500 (n=16) | Miami-Dade Property Appraiser and Clerk official records, package of October 23, 2026 |
| Daisy Gdns median | $175,000 (n=19) | Miami-Dade Property Appraiser and Clerk official records, package of October 23, 2026 |
| Easter Lily Gdns median | $143,000 (n=5) | Miami-Dade Property Appraiser and Clerk official records, package of October 23, 2026 |
| Annual turnover | Not published: the perimeter does not reconcile exactly (about 914 unit folios at the Property Appraiser, with accessories not separated out, against 916 DBPR units, with a residual difference of 2 unresolved). Without a closed denominator, any turnover figure would have no basis. | Miami-Dade Property Appraiser and Clerk official records, package of October 23, 2026 |

Declared reconciliation of the package: the Clerk universe is 155 transfer deeds at the nine addresses (plus 3 partial releases at 1720, which are not sales); the Property Appraiser universe is 154 sale entries = 65 qualified + 87 excluded by reason + 2 unprocessed due to deed errors, plus 19 Clerk deeds with no sale entry yet at the Property Appraiser. In total there are 21 unprocessed, which are listed and never counted. The 87 excluded by Property Appraiser reason are: 55 corrective, QCD or minimum-consideration (including all $0/$100), 13 life-estate interest transfers, 8 federal, state or local government agency, 4 executors, trustees, guardians or bankruptcy, 4 partial interest, 2 atypical exposure or motivation and 1 affiliated parties. No counted deed covered more than one unit and there are no accessory sales among the qualified ones. The count of 65 rests on Property Appraiser entries verified one by one, not on the Clerk aggregate. The Clerk's stated coverage reached October 19, 2026; it returned instruments from October 20 to 22, but one recorded between October 20 and 23 and not yet indexed would not appear: residual risk declared.
What the records show today
One row per topic. "Pending official confirmation" means no public record showing it was read. It does not mean the fact exists or that it does not exist.
| Topic | What the record shows | Source and date |
|---|---|---|
| Recertification (the age-based inspection the jurisdiction requires) | Pending official confirmation: no official document with this complex's status was located. | No public record read, October 23, 2026 |
| State structural inspection (milestone inspection) | Pending official confirmation: because of its age (1967 to 1972 per the Property Appraiser) the complex is under the inspection regime, but no published report was read. | No public record read, October 23, 2026 |
| Reserve study (SIRS) | A submission appears in DBPR list B (submissions from July 2025 on), twice: "JADE WINDS / JADE WINDS ASSN, INC", Miami, Dade, one with ZIP 33015 and one with ZIP 33179 (duplicate submissions with an inconsistent ZIP; neither uses 33162). No row in list A (before July 2025). The database shows only complete submissions, exactly as each association submitted them; the contents of the study are not public in the database. A list carrying no row does not prove the study was not done. | DBPR, SIRS database (lists read on October 23, 2026) |
| FHA loan (HUD condominium list) | It is not an approved project. The only record is a rejected single-unit approval request: "JADE WINDS", ID A011214 001, 1770 NE 191ST ST, North Miami Beach, FL 33179, SINGLE-UNIT APPROVAL composition, HRAP review, status Rejected Single-Unit Approval with a status date of January 16, 2020, no expiration date. No record at all under ZIP 33162. | HUD, Condominium Lookup, October 23, 2026 |
| Flood zone (FEMA) | Zone AE with a base flood elevation of 6 feet (EL 6) at the point checked. FIRM panel 12086C0133L, in effect since September 11, 2009. | FEMA, Map Service Center (NFHL), October 23, 2026 |
| Special assessments (extra charges the association splits among owners) | Pending official confirmation: no minutes or association document setting a special assessment for this complex was read. The current amount of a special assessment is not a public record. | No public record read, October 23, 2026 |
| Court cases | Pending official confirmation: in the sources read for this page, no court-proceedings record for this complex was consulted. | No public record read, October 23, 2026 |
What to ask before you offer
What the public records do not show is held by the association. Ask for it in writing and keep the answers:
- The recertification status: the jurisdiction's notice, the report filed and the letter with which it was closed, if they exist. The guide on 40-year building recertification explains each step.
- The state structural inspection report (milestone) and the SIRS with its reserve plan. A submission of the study appears in DBPR list B; ask for the full study and the current reserve level.
- Approved or pending special assessments: the minutes of the last two years and the unit's account statement letter (the "estoppel": what the unit owes the association and the charges in force). The guide on the extra condo charge explains it.
- Major work: what it includes, on what dates, under what permits, who pays for it and how (a charge to owners, a loan or reserves).
- Whether there is any "Unsafe Structures" case (the process a jurisdiction opens when a structure does not meet the building code). The guide on Unsafe Structures in Miami-Dade explains it.
- If you plan to use an FHA loan: HUD's only record is a single-unit approval rejected in 2020 (A011214 001); ask your lender what options remain for your unit. The guide on a condo with an FHA loan explains how to read the list.
What is NOT public (but you should verify):
- The unit's exact HOA dues: they vary by unit (they are split by square footage and ownership interest); no listing or public record sets them for your unit.
- The current special assessment amount: the amount and payment method exist only in the association's documents; a figure seen in the press or in listings is not the document.
- The current rental, Airbnb and pet rules: they live in the association's documents, not in the public record; ask for them in writing.
- The association's budget and reserve level: the association's internal documents, for owners only.
- The building's status on lenders' confidential lists: none of those lists is public; your lender confirms it.
